When a bidder is unable to participate the public bidding for personal reasons, the bidder can pre-bid through a written document in a prescribed form. If the bidder suggests a price, the staff will place the bid on the behalf of the bidder during the auction.
When the public, in-writing, and telephone bidders bid the same amount, the order of priority shall be in-writing bidder, field bidder, and telephone bidder. If there is an overlap of written bidding price among bidders, the priority will be given to the bidder that submits the bidding first.
The in-writing bids are accepted until 14:00, of the auctioning day.
